D. Kachalon & Co. Law Offices was founded in 1987 by Attorney David Kachalon.

The firm currently comprises seven highly experienced attorneys.

Areas of Practice

The firm has extensive experience in handling the ongoing legal affairs of various institutions, including municipal matters, as well as in litigation, including appearances before courts of all instances, particularly in administrative law.

It has significant expertise in real estate law, business licensing, and planning and construction law, including expropriation and seizure of land, expropriation compensation, compensation for damages caused by planning schemes, eviction and removal from land, building permits and non-conforming uses, urban renewal (evacuation-reconstruction) projects, real estate projects from the planning stage through execution, and changes in land zoning.

The firm has represented leading real estate corporations in tenant evacuation and construction projects within the framework of urban renewal, as well as large-scale evacuations for the establishment of national infrastructure projects, including the evacuation of the Gat Rimon neighborhood for the construction of the Zerubavel Interchange on Highway 471.

It serves as legal counsel to various local and regional authorities and accompanies them in all their ongoing matters, including legal advice, court representation, and representation before planning and construction committees.

The firm has accumulated extensive experience in local government law, planning and construction law, and land expropriation law, resulting in substantial litigation before judicial and quasi-judicial tribunals, including the High Court of Justice, administrative petitions, planning and construction committees, and similar bodies.

Within these frameworks, it has gained many years of experience and in-depth familiarity with government ministries and authorities, including the Israel Land Authority, Land Registry Office, Ministry of Health, Ministry of Finance - Real Estate Taxation Department, local authorities, planning and construction committees, Ministry of Finance, Ministry of Interior, Ministry of Transport, and Ministry of Justice.

The firm has been an active participant in periodic discussions with economic entities, government ministries, and Knesset committees, particularly the Ministry of Transport and the Knesset’s Economic and Finance Committees, concerning the drafting and amendment of legislation and regulations in transportation and land expropriation matters.

1. Adv. David Kachalon (born 1957)

Holds a B.A. in Economics and Business Administration from the Hebrew University of Jerusalem (1984) and an LL.B. from the Hebrew University of Jerusalem (1985).

Licensed to practice law since 1987.

Main areas of practice include ongoing legal counsel to business corporations, government companies, and local authorities; real estate; business licensing; planning and construction law; administrative law; and civil-commercial law.

Attorney Kachalon has special expertise in land expropriation and seizure proceedings, including highly sensitive sectors, negotiation management, eviction and removal actions, and compensation proceedings, including expropriation compensation and compensation for damages caused by planning schemes, pursuant to the Planning and Building Law, 1965; the Land (Acquisition for Public Purposes) Ordinance, 1943; and the Roads and Railways Ordinance (Protection and Development), 1943, before objection committees, decisive appraisers, local committees, appeals committees, district courts (including administrative courts), and the Supreme Court.

He has also taken an active role in discussions held in Knesset committees, government ministries, and economic bodies, including the Tax Authority and the Ministries of Transport, in connection with drafting and amending laws and regulations on transportation and land expropriation. He was a member of the steering committee for the amendment of the Land (Acquisition for Public Purposes) Ordinance, chaired by Adv. Sarit Dana, former Deputy Attorney General.

2. Adv. Galit Rubinstein (born 1977)

Holds an LL.B. (2003) and an LL.M. from Tel Aviv University (2012).

Licensed to practice law since 2004.

Main areas of practice include civil-commercial law, real estate, and planning and construction law, including appearances before planning and construction committees and administrative courts.

Attorney Rubinstein has extensive proven experience in land expropriation and seizure proceedings pursuant to the Roads and Railways Ordinance (Protection and Development), 1943; the Land (Acquisition for Public Purposes) Ordinance, 1943; and the Law for the Amendment of Acquisition Laws for Public Purposes, 1964.

3. Adv. Dror Maman (born 1976)

Holds an LL.B. (2003), an MBA from the College of Management Academic Studies (2011), and a mediation certificate from the Israel Bar Association (2005).

Licensed to practice law since 2004.

Main areas of practice include commercial and civil litigation, administrative law, local authorities and municipal taxation, labor law, insolvency and receiverships, planning and construction law, and real estate.

4. Adv. Baruch Smorzik (born 1980)
