Education:  BA in Economics and MBA, Hebrew University, Jerusalem (1984); LLB, Hebrew University, Jerusalem (1985); law practice license since 1987.

Main Practice Areas: Legal Current Counseling to Corporations and Local Authorities, Real Estate, Business Licensing, Planning and Construction, Administrative Law, Civil-Commercial Law.

Specializes in particular in expropriation and land seizure procedures, also for highly sensitive sectors; negotiations; lawsuits for evacuation and dispossession, expropriation and real estate seizure procedures, expropriation compensations, plan damage compensations, according to Planning & Construction Law – 1965, Land Order (Acquisition for Public Purposes) 1943 and Roads and Railways Order (Protection and Development) 1943, before local and appeal committees, district courts including administrative, the Supreme Court and more.

In the past Adv. Kahlon participated in debates held in Knesset committees, ministries and other economic entities, including Tax Authority, Ministry of Transport and the Knesset's Economy and Financial Committees, regarding drawing and amendment of laws and regulations on transport and land expropriation. He was a member of the steering committee for the amendment of Land Order (Acquisition for Public Purposes) 1943, led by Adv. Sarit Dana, who was Deputy Attorney General of Israel.
